Combined with the border provinces economic and trade development is particularly urgent requirement to build regional free trade zone border, by analogy analysis, judgment and reasoning methods, analysis of Heilongjiang Province erc border provinces trade development problems and cause, tax policy and the characteristics of Shanghai FTA are reviewed.
